This list made me laugh because it perfectly captures that specific kind of cartoon annoyance that feels engineered. These are not characters who accidentally irritate you. These are characters who show up with a mission to derail every scene they enter, and somehow they succeed every single time. I agree that it is not always about being badly written. A lot of these characters are too effective at what they were designed to do.
For me, Elmyra Duff is the gold standard of “why is this happening again.” Every appearance follows the same formula, and I still feel stressed watching it. The voice, the squeezing, the total lack of self-awareness. As a kid it was chaotic. As an adult it is straight-up anxiety fuel. She does not just annoy other characters, she annoys the audience by proxy.
Then there is D.W. Read, who might be the most realistic kind of irritating. She is not loud chaos like Elmyra. She is emotional manipulation in a sweater. Every episode where she gets Arthur in trouble for something minor hits a nerve because it feels painfully accurate to sibling dynamics.
